Windows 11 – Bypass Microsoft Account Requirement During Initial Setup

Category: Windows 11 / Device Setup & Configuration
Applies To: Windows 11 Home and Pro
Issue Type: Initial Device Setup (OOBE)
Difficulty: Easy

Overview

During the initial setup of Windows 11, Microsoft may require users to sign in with a Microsoft account before completing the device configuration.

This procedure allows a technician to bypass the Microsoft account requirement and create a local Windows account instead.

This is particularly useful when configuring new devices for schools, businesses, or environments where a personal Microsoft account should not be used.

Symptoms

  • Windows 11 requires a Microsoft account during initial setup.

  • No visible option exists to create a local account.

  • The technician cannot proceed without entering Microsoft account credentials.

  • A school or organizational Microsoft 365 account is not accepted during Windows 11 Home setup.

Resolution

Step 1: Open Command Prompt

While on the Microsoft account sign-in screen during the initial Windows 11 setup:

  1. Press Shift + F10 on the keyboard.

  2. On laptops, you may need to press Shift + Fn + F10.

  3. A Command Prompt window should appear.

Step 2: Launch Local Account Setup

In Command Prompt, enter the following command:

start ms-cxh:localonly

Press Enter.

This command attempts to launch the Windows local account creation interface directly, bypassing the Microsoft account sign-in workflow.

Step 3: Create a Local Account

  1. Enter the desired local username.

  2. Configure a password according to the organization's security requirements.

  3. Complete any additional prompts.

  4. Continue through the remaining Windows setup screens.

The device should complete setup using the newly created local account rather than requiring a personal Microsoft account.

Important Notes

Windows 11 Home limitations

Creating a local account does not enable Microsoft Entra ID (formerly Azure AD) device joining.

Windows 11 Home does not support direct Microsoft Entra ID joining. If the device requires Entra ID joining, Intune automatic enrollment through Entra join, or organizational sign-in at the Windows login screen, upgrade to Windows 11 Pro or another supported edition.

Windows version compatibility

The ms-cxh:localonly command relies on an internal Windows setup interface. Microsoft may change or remove this functionality in future Windows 11 builds.

If the command does not open the local account creation interface, verify the Windows version and escalate for an alternative supported setup method.

Security considerations

  • Use an approved local account naming convention.

  • Configure a strong password.

  • Store administrative credentials using the organization's approved credential management solution.

  • Follow the client's device enrollment and management requirements after setup.

Expected Result

The technician can complete Windows 11 initial setup without signing in using a personal Microsoft account.

The device will have a local Windows account and can proceed to any additional configuration required by the organization.
